Housing Program

Our most robust program is focused on housing low-income and very low-income seniors (age 55 and over) in Multnomah County, who are capable of independent living, with rental housing that is safe, permanent, and affordable to them. We don’t own or manage the housing.  Instead, we leverage our 50 years of relationships with landlords, property managers, and community development partners to secure housing for those who are most vulnerable.

Housing Assessment and Case Management Services provided:

  • Comprehensive housing assessment
  • Information and referral to other community resources
  • Development of a housing plan that addresses short-term and long-term housing needs
  • Advocacy with current or potential landlords
  • Permanent housing placement, including affordable housing search resources, move-in deposits, basic furniture and moving assistance
  • Eviction prevention services, including rent assistance
  • Bilingual English/Spanish staff and interpreters available for languages other than English and Spanish

We also provide retention services to ensure that very low-income seniors can continue to live independently once they have secured housing.

Retention Services provided:  Retention Services offer support to clients after they move into permanent housing, and keep them connected to our community. Retention services include; problem-solving help with neighbors or landlords, coordinating medical appointments, regular check-ins for clients who are socially isolated, help with furnishing new apartments, and whatever else is necessary to help seniors stay permanently housed.

Advocacy Program

NWPP consistently advocates for increasing the supply, affordability, and accessibility of housing. We advocate with government entities including the City of Portland, Multnomah County, the State of Oregon, and the federal government. We also direct our advocacy at housing authorities, for-profit and non-profit building owners/property managers, and the media. Overall our goals focus on the following areas:

Our Community Programs

Take a Senior to Lunch

Each month, a group of about 10 PGE employees treats a group of about 10 NWPP senior clients to lunch. This unique program provides a wonderful social connection on a regular basis for seniors who might not otherwise get out. It’s become so popular at PGE that there are now two PGE employee groups participating and there is a waiting list. NWPP selects and refers former clients to PGE staff.  PGE staff handles all the logistics, selecting locations that are accessible for walkers, wheelchairs and service dogs.  This year, NWPP and PGE will work together to reach out to other companies in Multnomah County to get them to build their own chapters of Take a Senior to Lunch.

Art in the Lobby

From paintings to textiles, photographs to sculptural art, Northwest Pilot Project’s Art in the Lobby Program celebrates and showcases senior artists. We provide a small showcase to artists, including many who are NWPP clients, who may not have had an opportunity to stage a show of their work. Each month we feature a different artist in our small lobby where the artwork is enjoyed by clients, staff and visitors.
